At what point is a TV’s potential beyond my human ability to recognize it ability in clarity and fluidity?

I always seem to get shocked — touching other people, the car door, the tv, etc., I’m talking painful shocks, not little crackles. It’s now habit for me to tap something quickly first to try to dissipate the electricity, which at least makes the shock a little smaller.
1. I live in NJ, so dry climate isn’t it; 2. Don’t have carpet.
