Why does prime time TV start earlier in the midwest?

Why does prime time TV start at 7pm in the midwest and end at 10pm while on the east and west coast it starts at 8 and ends at 11? Is there a financial, sociological, or cultural reason for this? When did it start? Why do all the networks do it this way? What time does prime time TV start in mountain time zone, or in Alaska or Hawaii? Further, does cable tv have prime time and do they vary there prime time starting time based on geography? Thanks!
