How can I dust my tv without getting shocked?

I always seem to get shocked — touching other people, the car door, the tv, etc., I’m talking painful shocks, not little crackles. It’s now habit for me to tap something quickly first to try to dissipate the electricity, which at least makes the shock a little smaller.
1. I live in NJ, so dry climate isn’t it; 2. Don’t have carpet.
